In troubleshooting this I found a setting in the preferences panel about 'Allow user to grant permission to signed content' - which has the magical feature when unchecked of not allowing me to run signed content. WTH? *WHY* would I want to not permit myself to trust signed content (and cause it to crash on startup).

It's the little things like this that frustrate me.
